CALL FOR INTEREST Evaluation of LO-Norway's project in Colombia
LO is searching for a consultant to evaluate LO Norway's project co-operation with the trade union organization, Union Sindical Obrera del Petroleo (USO) in Colombia. LO is working with trade union partners in around 20 countries and has a frame agreement with Norad for the period 2019-2023. Evaluations are deployed regularly to ensure continuous learning and improvement.
Scope of work
The objectives for the evaluation are to:
- assess progress made towards achievement of the 2019-2023 project goals and identify results.
- identify challenges, gaps and opportunities experienced in the project.
- identify good practices and recommendations for future project cooperation with USO.
The main deliverable for the consultant is an evaluation report analyzing and identifying results, challenges, gaps and opportunities value in the project and providing recommendations for improving the project. The evaluation will be guided by OECD DAC evaluation criteria. The work of the
Consultant will be up to 15 working days in the period between October to December 2022. The evaluation will be conducted at organizational level with LO and USO, including a physical visit to Colombia. The main responsibility of the Consultant will be to carry out the evaluation according to TOR and write the report.
Qualifications and experience
It is required that the Consultant for the evaluation possesses the following qualifications and experience:
- Significant experience with conducting evaluations
- Proven track record on evaluations
- Fluent in English and Spanish, excellent reporting skills
- Good interpersonal skills, structured and dynamic team leader and facilitator
Knowledge of and experience with previous work with trade unions and/or social dialogue and the ILO Decent Work agenda, as well as knowledge of the contextual situation in Colombia is considered an advantage. Some knowledge and previous experience with financial management and control would be considered an asset
Proposal submission
Interested and qualified candidates are invited to submit their proposal comprising the following:
- An understanding of the consultancy requirements
- Methodology and work plan for performing the assignment
- Minimum of 3 references from similar assignments
- CV (relevant experience must be specified)
- Financial proposal (inclusive of all applicable taxes and insurances)
- Samples of previous evaluation reports written by the consultant.
