CALL FOR INTEREST Evaluation of LO-Norway's decent work global programme

LO is searching for a consultant to evaluate LO-Norway’s global programme called “decent work”. In this Norad-funded programme, LO works with trade union partners in 16 countries for the period 2019-2023. Evaluations are deployed regularly to ensure continuous learning and improvement.

Scope of work

The overall objective of this evaluation is to analyse progress and document results in LO's global decent work programme. The main aim is to contribute to new knowledge about LO's programme work and potential to have greater impact. The evaluation should provide analysis of the relevance, efficiency, effectiveness, sustainability, coherence and impact of the global decent work programme. Furthermore, the evaluation should identify good practices, lessons learned and recommendations for the remaining and the coming programme periods.

The work of the Consultant will be up to 25 working days in February to April. The evaluation will be conducted mainly digitally at organisational level and partly with a mixed evaluation team (external and internal). The main responsibility of the Consultant will be to lead the evaluation and write the evaluation report. The evaluation will be guided by OECD DAC evaluation criteria.

Qualifications and experience

It is required that the Consultant for this assignment possesses the following qualifications and experience:

  • Significant experience with conducting evaluations, incl. proven track record
  • Fluent in English
  • Excellent reporting skills
  • Good interpersonal skills
  • Knowledge of trade union work/trade unions in society
  • Structured and dynamic team leader and facilitator

Language skills in Spanish/Portuguese/French/Arabic would be considered an asset. Having colleagues/partners in project countries that may collect information directly from relevant stakeholders would be considered an advantage. Understanding of social dialogue and the Decent Work agenda would also be an advantage.

Proposal submission

Interested and qualified candidates are invited to submit their proposal comprising the following:

  • An understanding of the consultancy requirements.
  • Methodology and work plan for performing the assignment.
  • Minimum 5 references (name, position, phone number and e-mail) from similar assignments
  • CV (relevant experience must be specified)
  • Financial proposal with detailed budgeted cost for the work to be conducted by the consultant, inclusive of all applicable taxes and insurances.
  • Samples of previous evaluation reports written by the consultant.
