LO is searching for a consultant to evaluate LO-Norway’s added value in our international partner projects. LO works trade union partners in about 20 countries and has running project agreements with partners for the period 2019-2023. Evaluations are deployed regularly to ensure continuous learning and improvement.

The main deliverable for the consultant is an evaluation report analysing added value and providing recommendations for improving LO’s added value to international projects and to partner organisations. The evaluation will be guided by OECD DAC evaluation criteria.
The work of the Consultant will be up to 20 working days in the period between 01.11.20 (flexible) to 15.12.20 (fixed). The evaluation will be conducted mainly digitally at organisational level with LO and LO's partners by a mixed evaluation team (external and internal). The main responsibility of the Consultant will be to lead the evaluation team and write the report.
It is required that the Consultant for this assignment possesses the following qualifications and experience:
Knowledge of social dialogue and the Decent Work agenda, as well as experience with trade unions work is considered an advantage. Language skills in Spanish/Portuguese/French/Arabic would be considered an asset.

o Methodology and work plan (incl. timeline) for performing the assignment.

o Samples of previous evaluation reports written by the consultant.
