CALL FOR INTEREST: Evaluation of LO-Norway's added value in international projects

LO is searching for a consultant to evaluate LO-Norway’s added value in our international partner projects. LO works trade union partners in about 20 countries and has running project agreements with partners for the period 2019-2023. Evaluations are deployed regularly to ensure continuous learning and improvement.


Scope of work

The objectives for the evaluation is to:

  • analyse LO's added value to the partner projects and to the partner organisations
  • identify challenges, gaps and opportunities for LO's added value
  • identify good practices and recommendations, incl. documenting and measuring added value


The main deliverable for the consultant is an evaluation report analysing added value and providing recommendations for improving LO’s added value to international projects and to partner organisations. The evaluation will be guided by OECD DAC evaluation criteria.

The work of the Consultant will be up to 20 working days in the period between 01.11.20 (flexible) to 15.12.20 (fixed). The evaluation will be conducted mainly digitally at organisational level with LO and LO's partners by a mixed evaluation team (external and internal). The main responsibility of the Consultant will be to lead the evaluation team and write the report.

Qualifications and experience

It is required that the Consultant for this assignment possesses the following qualifications and experience:

  • Significant experience with conducting evaluations
  • Proven track record on evaluations
  • Fluent in English
  • Excellent reporting skills
  • Good interpersonal skills
  • Knowledge of trade union work/trade unions in society
  • Structured and dynamic team leader and facilitator

Knowledge of social dialogue and the Decent Work agenda, as well as experience with trade unions work is considered an advantage. Language skills in Spanish/Portuguese/French/Arabic would be considered an asset.

Proposal submission

Interested and qualified candidates are invited to submit their proposal comprising the following:

o   An understanding of the consultancy requirements.

o   Methodology and work plan (incl. timeline) for performing the assignment.

o   Minimum 3 references ((name, position, phone number and e-mail) from similar assignments

o   CV (relevant experience must be specified)

o   Financial proposal (inclusive of all applicable taxes and insurances)

o   Samples of previous evaluation reports written by the consultant.
