CALL FOR INTEREST: mid-term evaluation of LO and ZATUCs project: Fighting Inequality and achieving Decent Work through Trade Union Action in Zanzibar

LO is searching for a consultant to evaluate the project Fighting Inequality and achieving Decent Work through Trade Union Action in Zanzibar 2024-2028, which is supported by LO Norway.

The five-year programme (2024-2028) is funded by the Norwegian Agency for Development Cooperation (Norad).

The main aim of the evaluation of the Fighting Inequality project is to build knowledge about the project's impact. It is intended to document and gather new insights to improve its impact by assessing the project's relevance, efficiency, effectiveness, and overall impact.

Findings and recommendations will guide ZATUC's work on the project from 2025 to 2028 and will be reported to LO and LOs back donor, Norad. Additionally, the insights gained will provide valuable lessons for LO’s other international projects.The evaluation will be guided by OECD DAC evaluation criteria. 

The evaluation will require a visit to Zanzibar to visit ZATUC, and includes document reviews and interviews with key informants. Work is expected to start in October, and the expected number of working days for the evaluation is 20 days. A draft report should be submitted by 1st November and the final report should be submitted by 1st December 2025. 

Qualifications and experience

The consultant for this assignment should possess the following qualifications and experience:

 

  • Higher education in social sciences (political science, economics, geography, etc.).
  • Proven track record of previous reviews and evaluations of high quality 
  • Fluency in English. Advantage if applicant speaks Swahili.
  • Familiarity with labour relations, social dialogue, tripartite cooperation, the ILO system is an advantage.
  • Experience/knowledge of Tanzania/Zanzibar is a plus.

Proposal submission

Interested and qualified candidates are invited to submit their proposal comprising the following:

  1. Proposal Submission Form (Annex 4) 
  2. Organisation and Methodology using the structure in Annex 3
  3. CV highlighting the Candidate’s experience in undertaking reviews and evaluations, and if the Candidate has any experience from Tanzania or Zanzibar. 
  4. Copies of any registration certificates as required by national legislation or competent authorities including company registration certificates, tax registration, VAT registration and membership certificates of any relevant professional bodies.  
  5. Examples of previous work
  6. Three recent references (no older than two years).
