CALL FOR INTEREST Evaluation of LO-Norway's project in Zimbabwe

LO is searching for a consultant to evaluate LO Norway's project co-operation with the trade union organization, Zimbabwe Congress of Trade Unions, ZCTU.

Scope of work

The aim of this initiative/evaluation is to evaluate the LO-Norway – ZCTU collaboration project from 2015-2020. This will include two project periods, but the objectives and many of the activities are quite similar.

The evaluation will be conducted by an external consultant in coorporation with one internal LO staff member and one representative from one of LOs partner organisations. The main responsibility of the Consultant will be to lead the evaluation team and write the report.

The evaluation will look into the following areas:

  • Project management and coordination
  • Achieved of results from the 2015-2018 project
  • Achieved of results so far from the 2019-2023 project
  • Organisational and financial sustainability
  • Internal governance structures
  • Gender equality
  • Risk management
  • Youth empowerment

The main purpose of the evaluation is to contribute to further development, project improvement and learning in ZCTU and LO Norway. In particular, the findings and recommendations will be used to inform future implementation of the project.

The work of the Consultant will be up to 20 working days in the period between November – December 2021. Dates for the evaluation may be flexible provided it is conducted and completed between November and December 2021. The preparatory work and report writing is flexible, provided that the final report is submitted by 30th January 2022.

Qualifications and experience of evaluator(s)


It is required that the Consultant for the evaluation possesses the following qualifications and experience:

  • Significant experience with conducting evaluations
  • Proven track record on evaluations
  • Fluent in English  
  • Excellent reporting skills
  • Good interpersonal skills
  • Structured and dynamic team leader and facilitator

It is desirable that the Consultant for the evaluation possesses all or most of the following qualifications and experience:

  • Knowledge of and experience with previous work with trade unions
  • Knowledge of social dialogue and the ILO decent work agenda
  • Knowlegde of the contextual situation in ZCTU
  • Contact with resource persons present in Zimbabwe that may conduct physical interviews/visits when/if proved necessary
  • Some knowledge and previous experience with financial management and control

Gender balance in the evaluation team will be considered. Furthermore, evaluator(s) must ensure that human rights are respected, be gender sensitive and considerate of culture ethnicity, religion and sexual orientation when planning and implementing an evaluation. It is required that the evaluator is impartial and independent from any current or previous financial or management aspects of the organisation(s) being evaluated. We encourage candidates to demonstrate impartiality and independence when a submitting proposal.

Proposal submission

Interested and qualified candidates are invited to submit their proposal comprising the following:

  • An understanding of the consultancy requirements.
  • Methodology and work plan for performing the assignment.
  • Minimum 3 references (phone number and e-mail) from similar assignments
  • CV (relevant experience must be specified)


Financial proposal with detailed budgeted cost for the work to be conducted by the consultant under this Terms of Reference. Financial proposal must be inclusive of all applicable taxes and insurances.
