CALL FOR INTEREST Evaluation of LO-Norway's project in Mozambique

LO is searching for a consultant to evaluate LO Norway's project co-operation with the trade union organization, Organização dos Trabalhadores de Moçambique (OTM-CS).

Scope of work

LO is working with trade union partners in around 20 countries and has a frame agreement with Norad for the period 2019-2023. Evaluations are deployed regularly to ensure continuous learning and improvement.

The objectives for the evaluation is to:

•  assess progress made towards achievement of the 2015-2020 project goals and identify results so far from the 2015-2020 project co-operation

•  identify challenges, gaps and opportunities experienced in the project

•  identify good practices and recommendations for future project cooperation OTM-LO

The main deliverable for the consultant is an evaluation report analysing and identifying results, challenges, gaps and opportunities value in the project and and providing recommendations for improving the project. The evaluation will be guided by OECD DAC evaluation criteria.

The work of the Consultant will be up to 20 working days in the period between April (flexible) to June. The evaluation will be conducted mainly digitally at organisational level with LO and LOS partners. The main responsibility of the Consultant will be to lead the evaluation team and write the report.

Qualifications and experience

It is required that the Consultant for the evaluation possesses the following qualifications and experience:

  • Significant experience with conducting evaluations
  • Proven track record on evaluations
  • Fluent in English and Portuguese, excellent reporting skills
  • Good interpersonal skils, structured and dynamic team leader and facilitator

Knowledge of and experience with previous work with trade unions and/or social dialogue and the ILO Decent Work agenda, as well as knowledge of the contextual situation in is considered an advantage. Contact with resource persons present in Mozambique that may conduct physical interviews/visits when or if proven necessary will be an advantage. Some knowledge and previous experience with financial management and control would be considered an asset.

Proposal submission

Interested and qualified candidates are invited to submit their proposal comprising the following:

  • An understanding of the consultancy requirements.
  • Methodology and work plan (inc. timeline) for performing the assignment.
  • Minimum of 3 references (name, position, phone number and e-mail) from similar assignments.
  • CV (relevant experience must be specified)
  • Financial proposal (inclusive of all applicable taxes and insurances).
  • Samples of previous evaluation reports written by the consultant.
