Collaboration agreement about sporting events

Norwegian society rests on a common value platform based on freedom, equality, transparency, a sense of community and equal opportunity. It is this value platform that we will strive to promote in connection with international sporting events.

Any Winter Olympics/Paralympics to be arranged in Norway will represent a unique opportunity to safeguard and promote our value platform. At the same time, it would offer an opportunity to secure long-term sustainable investments for business and industry and for society-at-large.

Under this collaboration agreement, the Norwegian Confederation of Trade Unions (LO), The Confederation of Unions for Professionals (Unio), the Confederation of Vocational Unions (YS), the Federation of Norwegian Professional Associations (Akademikerne) and the Norwegian Olympic and Paralympic Committee and Confederation of Sports (NIF) will showcase this value platform and the ground rules we believe must apply to society and working life.

We agree that human rights must guide the actions of all those involved in the Olympics and Paralympics. We will strive to ensure that the Olympic and Paralympic Committee in Oslo will set the standard for how major international sporting events should be planned and carried out. The protection of human rights and workers' rights will help ensure a memorable and historical experience for athletes, spectators, volunteers, businesses and sponsors alike.

We agree that responsible undertakings are the ones that take individuals and the environment into account, contributing to sustainable development. The international principles adopted, i.e. the ILO conventions, the Tripartite Declaration of principles concerning Multinational Enterprises and Social Policy, and the OECD Guidelines for Multinational Companies, along with the UN Framework on Business and Human Rights, are fundamental and obvious in connection with arranging the Olympics and Paralympics.

The Norwegian Confederation of Trade Unions (LO), The Confederation of Unions for Professionals (Unio), the Confederation of Vocational Unions (YS), the Federation of Norwegian Professional Associations (Akademikerne) and the Norwegian Olympic and Paralympic Committee and Confederation of Sports (NIF) agree that the following principles shall be following in connection with the organisation of Olympics/Paralympics in Oslo and the Lillehammer region:

  1. The preparation, planning and implementation of the Olympics/Paralympics in Oslo and the Lillehammer region shall be carried out in a manner that ensures sustainable development for the climate and the environment, and ensures that financial, social and ethical considerations will be safeguarded and developed.
  2. The Norwegian Olympic and Paralympic Committee and Confederation of Sports (NIF) will strive to ensure that the international Olympic sports movement gives priority to and incorporates the value platform into its work.
  3. The international principles adopted, e.g. the ILO Conventions and the Declaration Concerning Multinational Enterprises and Social Policy, the OECD Guidelines for Multinational Companies, and the UN's Framework for Business and Human Rights, shall be respected by all those involved in the preparation and implementation of the Olympics/ Paralympics in Oslo and the Lillehammer region.
  4. Ensure that undertakings and sponsors that manufacture clothing, equipment, materials or other services for the Olympics/Paralympics in Oslo and the Lillehammer region comply with the above-mentioned principles and that they help see to it that framework agreements are signed between international companies and global trade unions. The purpose is to ensure decent work throughout the value chain. All companies and vendors in Norway are to have collective wage agreements for their employees when work is performed in Norway.
  5. The Norwegian Confederation of Trade Unions (LO), The Confederation of Unions for Professionals (Unio), the Confederation of Vocational Unions (YS) and the Federation of Norwegian Professional Associations (Akademikerne) shall be represented on the bodies that are relevant for preparing and arranging the Olympics/ Paralympics in Oslo and the Lillehammer region.

The purpose of this collaboration is to arrange Olympics/Paralympics that are characterised by a sense of fellowship, tolerance, transparency and exciting competitions and fantastic performances. The Olympics/Paralympics in Norway are to be remembered as the games that respected human rights and workers' rights, contributing to the unionisation of working life as well as sustainable development.

Through these efforts and the obligations undertaken in this collaboration agreement, the Norwegian Olympic and Paralympic Committee and Confederation of Sports (NIF) will lead the way for all organised sports, ensuring the development of future standards for major international championships in Norway, including the 2016 Winter Youth Olympics in Lillehammer.
